First, the US military is not on his case 24-7. We have limited forces in the area and are also relying on the Pakistani army which can only be described as half-hearted if not mediocre with Musharraf having to be conscious of how it all plays at home. Second, we have limited reliable intelligence on the ground, not to mention that OBL has eluded detection quite well and is probably not terribly concerned about being caught. Third, OBL is no longer in charge of all terrorists, with the creation of new organizations independent action and decentralized leadership is now the norm. The forces we are dealing with in Iraq are well organized, intelligent, equipped and dedicated. There is no reason for OBL to want Bush out of office. Bush is doing a fine job of exposing US forces to systematic attack all by himself, not to mention the economic effect of carrying on this policy which is probably of more long term interest to OBL.
