You can consider the current gov't of Iraq a US puppet if you wish. It's certainly dependent upon our support, practically speaking. However, the current gov't of Iraq is also recognized as legitimate by the UN and every nation on earth, as far as I know. Furthermore, the UNSC has a resolution (1546) calling on all the nations of the world to assist in supporting that gov't and helping it build up its institutions and transition to a democratic government.
