Yup. But the provisional ballots are such a forlorn hope, as there is no reason to think that they will break differently from the rest of the state's votes. 150,000 provisional ballots (or whatever number of legitimate votes is finally arrived at) are not going to provide Kerry with +130,000 net votes.
