I would point out that PROVISIONAL ballots are something NEW this year and represent ballots filed by people who are NOT ON THE ROLLS and are thus suspect to fraud. They may very well be valid, but they may equally be faulse. Based upon Kerry's actions it would appear on the surface that they KNOW something about those ballots that likely means they are false. Each one will be inspected, but if the reports are true EVEN if everyone went for Kerry he would still LOSE, but if they are not false, its reasonable to believe that they would split between the two candidates. jdn
