Mr. Schellenberg: While I appreciate your enthusiasm, the track record for new race courses in recent years is anything but a good bet. DeFrancis, who has a piece of CD, cries the blues over the dismal future of his privately-owned Laurel and Pimlico. Without on-site slots, he insists, both will go down the drain. And both of those tracks have a larger population base than Richmond. Maryland has some off-site betting which in reality doesn't contribute any great percentage of the daily totals.

Northern Virginia OTBs will help CD, but that's quite iffy. At least onetown already turned it down and I have a feeling--and that's all it is--that others will do likewide. These are bedroom family suburbs which may rally against any referendums.

Don't get me wrong. I'm a 50-year horseplayer and I would like to see CD make it. From the photos, it looks like a georgeous plant. Yet, with the dismal outlook for horse racing in general and without casino or slots on-track to help boost purses and attract sizeable fields, CD may wind up as little more than an attractive white elephant just barely keeping its head above water
and pleading with the legislature and governo for on-site gambling.

While I say all this, I hope I am wrong. I love the sport, having once been a racing correspondent. At the moment, i think it's at least a 25-1 shot maiden. In any event, good luck and you can give me the razz at this time next year, maybe even sooner if I am off-base.
