Unless there is actual evidence to the contrary, to me the more likely explanation is shame.

Looks to me that maybe 3-4% of voters, although they voted for Bush, were uncomfortable enough about it that they didn't want to admit what they did to pollsters, either before or afterwards.

My impression is that the will of the people came through pretty clearly in the popular vote. I'm deeply unhappy about the result, but so far I do accept it's valid.
