I would be in favor of a modified electoral College where the winner of a state takes the two Senate votes, and the Representative votes are prorated by overall vote totals. This is in keeping with what the founders envisioned, but corrects the serious drawback that this year, again, the GOP could give the finger to the two populous states of CA & NY and the DEMs could thumb their noses at Texas.
Rather than have an election where you really only had to track the results of three states, you'd have one in which every state mattered by degrees.
Now: Alaska Bush 3, Kerry 0 Modified: Alaska Bush 3, Kerry 0
Now: Calif Bush 0, Kerry 55 Modified: Calif Bush 24, Kerry 31
Now: NY Bush 0, Kerry 31 Modified: NY Bush 12, Kerry 19
Now: Texas Bush 34, Kerry 0 Modified: Texas Bush 22, Kerry 12
etc.
In the last election, it likely would have made Gore the winner. In this one, I expect Bush would still have one. Could plug them all into a spreadsheet and see of course. It keeps every state relevant for something other than farming for TV dollars to spend in the battleground states.
