This sounds like a conservative canard to me. Soros can't affect the dollar, currency markets are just too huge. The Bank of Japan, the Bank of England and the US Treasury can't do much about where the dollar goes.

Now, George can certainly hitch a ride in the right direction on currencies once in a while, but he's a surfer, not a wave creator.
