Bruce,
Diskeeper Lite--same as the full workstation version except only runs manually--is free. Norton seems better--about $100 but 30-day trial is available.
Supposedly can, with dual boot, use the win95 defrag for FAT vols.

Convert from the command line => convert /fs:ntfs
