I disagree -- in my view hundreds of tons of explosives, 760,000 pounds in total, can make many massively destructive weapons.

Its very uncertain that there was ever that amount of explosives at that site.

Lots of things can cause a lot of destruction, that doesn't make them fit the normal definition of WMD.

If there where hundreds of tons of explosives there, and if they were moved out by Iraqis then almost certainly they were moved out by the forces of Saddam before Americans controled the area.
