No, I'm only speaking hypothetically. Perhaps in some future election there WILL be 5 million illegal votes in Calif.

My point is that the E.C. limits the effect of fraud. Look at Florida, 2000. That fiasco was solely to determine who won Florida's electoral votes. There were also reports of problems in Illinois, Missouri, and several other states. But those problems were not significant enough to affect the electoral votes of those states, so they were not pursued. In a national popular vote, EVERY vote in EVERY state counts the same, so we'd have had recounts in virtually every state in 2000. Can you imagine what happened in Florida simultaneously occurring in every state? Would anarchy be far behind?
