I guess you heard wrong, or maybe you were listening to the liberal spin.

The FACT is that Bush has said many times that we need to let young workers take a portion of their SS and put it in investments that result in improved rates of return. This money will grow faster than if it was put in the larger SS pot that only has a rate of return of around 2%.

This can "fix" SS because it will provide more money for that young worker when it is time for retirement. This worker will not have to draw as much from the original SS funds.
