Actually z, you are attacking this from the wrong angle. Or in the words of the current political environment, “you don’t have the spin right.”

Your pitch should first be to the red states.

To the Solid South:

You’ve been complaining about the “War of Northern Aggression” for 130 years. You were right, we were wrong. States Rights are supreme. We’ll let you go.

To the Great Plains and the Mountain West:

Why be saddled with New England and Rust Belt Midwest. Discard the baggage.

To Texas:

You started independent and you can be independent again. Its your chance to conquer Mexico [or merge before the growing Hispanic population forces it on you.]

To Utah:

You’ve got nothing in common with the rest anyway.

To the other states of the Mountain West:

Why would you wish to be joined with a bunch of tree-hugging liberal wackos who impose environmental nonsense and useless regulation on your life and home.

To the Blue States of New England, the Upper Midwest and the West Coast:

Hey you’ve paid the freight for these ‘welfare queen’ red states for 150 years. Without your tax dollars, Arizona, Nevada and Utah would still be desert. The Great Plains would still be the Dust Bowl. Without the rural electrification administration, the national telecommunications finance corp, and a host of other FDR inspired New Deal programs (which you are still paying for) much of the Red States would still lack electricity, telephones, and toilets. Let them go.

The Country is sufficiently polarized that with the right spin and a good media campaign I seriously think it would probably pass a national referendum. [for which there is of course no mechanism]
