School districts in Shanghai are being reorganized, and I surmise the objective is to terminate old contracts (5 to 6 years contracts duration) and replace them with new ones at lower salaries. They don't even wait for ends of those contracts. They do it now, expediently. Why wait till tomorrow if it can be done today?, and when the teachers' unions there are still wimps. It will be the same here in US, much sooner rather than later.
