51% of a big turnout is somewhat more significant than 51% of a small turnout.

My main point was that you should act like you have something of a mandate if you win. Not like you have an overwhelming mandate, not riding roughshod over everyone else's concerns, but you should try to push your agenda. No one is likely to win 60% of the vote. If you can't push you agenda after a decent win you might as well just give up.
