No one is likely to win 60% of the vote.

Technically, at least according to the dictionary, Kennedy was right. One vote gives you a mandate in that you're authorized to take office. I guess we tend to think of "mandate" as a dramatic preference for one's proposals, although technically it doesn't mean that.

As for having a "mandate" for any particular proposal, voting for someone does not imply approval of all or even most of his proposals. I would be stunned if even half of those who voted for Bush really want to see SS privatized. I say that with confidence given that I support the idea but have never encountered anyone in 3D who does and very few here on SI.
