If a terrorist dirty bomb is discovered in a shipping container, Americans will insist that 100% of all containers be thoroughly inspected. 9/11 shut down air traffic for days. A dirty bomb or nuclear explosion at any US or allied port in the world is likly to shut down containerized shipping for months. Its possible the shock to the global system would have permanent impact. Globalism has introduced new and significant risk that simply wasn't there 60 years ago. 200 billion is spent on Iraq, which had no capabilities and no plan nor reason to get such capabilities - to attack the US. Following that 200 billion is at least another 200 over the next few years - probably up to half or three quarters trillion dollars in Iraq and the middle east before the decade is out. Yet transportation remains the weak link, totally under budgeted for security. On the bright side, America's trade deficit won't get larger.
