Bush is all about BIG GOVERNMENT. He loves big government which he uses to quash opponents, appoint activist right-wing fundamentalist judges, steal elections and make himself rich and powerful. Avoiding foreign entanglements? Not with American Hegemony over the entire world and space (and Mars) being on Bush's list of must dos. Lower taxes? Not with the 'taxes' of state and local fees, increased oil prices, humongous deficit (and the interest on it) and perpetual foreign wars to finance. Oh yes, taxes also go directly to campaign contributors and cronies as corporate welfare. Liberty? This is the guy who requires the signing of (Sieg Heil) loyalty oaths. Get ready to lose ALL civil liberties including the right to have guns. What, does anyone actually think that an autocratic government will allow mere citizens to have weaponry? HA! Your friend need bed rest and a full mental checkup if this is what he's expecting from the most corrupt President in US History.
