For what it's worth, I think some kind of VAT is a good thing, but it should be used only as an addition to the income and SS taxes to allow simplification of the income tax and reform of the SS tax system.

The problem with that approach is the income tax system won't stay "reformed". So you're just adding a new, huge tax onto an (inevitably) complex income tax system.

It should be VAT or income tax, never both IMO. Either abolish the income tax system or don't implement a VAT, because if you have both Washington will inevitably suck both for all they're worth up to the limits of the public's tolerance.
