This is very likely to be the case. Just like in 2000 when they "accidentally" called Florida for Gore when the polls in the pan handle weren't closed yet. This caused thousands of republican voters to stay home.

They knew they couldn't get away with that again in 2004, so they decided to leak faulty exit poll data in order to hold down the republican vote.

I wonder how much larger a victory Bush would have had if the democrats hadn't manipulated the vote in this manner.
