I agree. I have written and spoken about just that extensively since Dec 2001.

Any amount of federal preparation is going to be woefully inadequate against some/most bio agents.

IMO the two most effecive measures we can employ are to:
1. Continue to take the fight to the terrorists off-shore. We are doing that today in over 60 countries.
2. Learn about the most likely bio- agents and make personal plans to survive them.
