It doesn't mean occupiers in the Roman empire sense, rather it connotes a temporary condition with plans to exit ASAP.

Edwards was everything Kerry was not... a southerner, a guy who seemed to resonate with the ordinary guy, a good fund raiser, a better public speaker...

In retrospect, perhaps Clark might have been better.

PS: Can anyone explain why Edwards was picked? In retrospec that was a terrible choice.
