I don't know if I get your point: Are you saying that it is Bush's fault the Putin is using the terror threat that we helped unleash in the former soviet states to undermine reform? I scarcely doubt that this US President can be faulted when the Clinton years is when the problems escalated unchecked, as a result of Carter-like foreign policy
