Some States BAN citizen initiatives, some make them hard to get on a ballot, some make them easy. The rules for ballot initiatives vary wildly all over the place. (Things like initiatives on gay marriage, medical marijuana, state tax limitations, etc.... some states do NOT allow citizens to directly place things on the ballot.)
