The whole science of deterrence is built around the concept of a nation state that has assets so critical to its existence it could not suffer their loss.

That is the essential difference with the Jihadi's - while remaining supranational - there is no city or base to destroy.

Let no one doubt that these groups, if given the chance to use a biological or nuclear weapon would do so.

Given that there is no state to deter or counter-attack, how would we react? What could we do?

That is the 9/11 conundrum and the reason that Bush was re-elected - many feel far safer sending our troops to engage the terrorists in the nexuses of Iraq and Afghanistan.

To not engage leaves us with what choice? To wait it out in fortress America? To deter the Jihadi's by invoking a MAD policy to destroy all muslim states if we are attacked?

Europe has chosen to wait - and the simmering pot in Holland shows us that they may not like what happens when it boils over.
