Divided government does have the best track record in recent decades for reducing the continuous growth of federal spending....

That much seems clear from the record.

With neither Party able to get it's big spending programs passed except by consensus, some greater degree of parsimony would be expected under divided government.

Historical note: in the first Bush term, federal revenue (from taxation) fell by some $100 Billion, and federal spending rose by some $400 Billion, and NO bills were vetoed....

The fastest growing line item in the federal budget is now interest on the national debt.
