Immigration law has always been fluid - not because we don't have iron clad laws, but because we have open borders.

Immigration at the top end - H1B, L1 etc is a no brainer - give us your engineers, your doctors, your elite :-)

Immigration at the low end - streaming over the Rio Grande - is also a no brainer, but is caught up in politics. Americans do not want to be roofers, pavers and gardeners and Mexicans and other Latin Americans need the work.

Failure to provide a legal remedy to this ongoing issue is like putting the speed limit to 55 - enforcement is spotty and everyone skirts and disrespects the law.

If we have a legal remedy for immigration for such mundane work - then we can close down on any other type of illegal immigration designed to simply 'take advantage' of the public purse. The trouble is that many of us get so enraged at the 'welfare' immigrants we fail to see we are part of the issue.
