Well, something is working, although it may be something other than celibacy. For example, access to contraception info on the web maybe?

We still have the worst teen pregnancy rates in the developed world (over twice the rate of Canada, for example). But we're down 30% since 1990.

I really do not think that girls in other developed countries have half as much sex. They just have far better education and access to contraception.
