You can't totally win a war against a tactic but you can have an impact on reducing that tactic. But I agree this is more a war against Al-Qaeda, and others like them, to an extent it could be called a war against violent "Islamo-facists". I think Bush didn't want to bring religion in to the title of the war (even with the "-facist" at the end of it), and doesn't feel the war is limited to Al Qaeda, so you get the vague term "war on terror".
