That may be a good definition for Jim, but for Bush that would lead his war into Saudi Arabia and Pakistan.

There really is no surrigate for Al Qaeda. Bush has two agendas that he wants to stuff into one war. The first agenda is Al Qaeda, but the second is the middle east. The first is being practicly ignored as all the resources are sucked up by the second. The problem with the second is that it is taboo. Bush cannot say what he really wants in the middle east. The second agenda cannot be won if the goal cannot be stated.

(Just writing that reminds me of a project a couple years ago where nobody could clearly state what the end product was supposed to accomplish. Needless to say that failed too.)
