No, there is actually a government made up of prominent representatives of factions in Iraqi society. It has been able to dictate to us whether or not we could invade Fallujah, otherwise it would have occured months ago.

Iraqi exiles invited us in. The Kurds invited us in. Even some elements of the Shi'ite community invited us in, and a majority of Iraqis supported the overthrow of Saddam.

We did everything we could not to kill people. Mostly, they chose not to fight, so we didn't have to kill too many.

We had a clear mission, overthrowing Saddam and organizing an interim government; hold elections; help reconstruction and security; leave. We are well on our way to trying to improve security enough to hold elections. There is an end in sight, it is just still laboring under difficulties.
