Bert: I've generally moved away from limit orders on these OTCBB stocks and use market orders, in small enough size that I can see where my bid will be entirely or mostly filled from displayed asks. That way I don't get partial fills and the MM can't use the OTCBB rule that allows the MM to decline (read: delay in filling) limit orders as it chooses. Sometimes I don't want to wait for enough to show on the ask at a price I'd pay, and I use a limit--often into the asks, as you just noted.

The MM can still fill the displayed ask(s) ahead of me (for his own account or others), and that has occurred. However, I've only been nicked rather than $%#$^#$* doing that. I don't try that with a large order, of course.
