There is no profit motive: Simply put, the United States does not have any vaccine manufacturers at home because that sector of the industry is viewed as not profitable enough by U.S. pharmaceutical companies.

Exactly, make something not very profitable and you are less likely to get a bunch of people rushing to do it.

Liability concerns are one of the reasons while expected profits are low in this area, even if they are not the main reason. Bigger reasons would include things like regulated prices.
