The prime contracts may have had some scrutiny, but the TV program on The Big Dig made it very clear that any minority clown outfit anywhere near the area were given money hand-over-fist for subscriptions to their "..say-nothing.." BS magazines, worthless "..never show up.." services, etc., to keep them quiet and stop delaying lawsuits by anyone with a broke-dwon garage or doghouse near the project. Also, this was the "..big graft & gratuities giveaway.." to the Demoncrat arse-kissing Unions - who are still rife with Mafia crooks anywhere from Chicago eastwards..... Bechtel will get stung, but they've surely banked enough fee to weather the schdit-storm; and they can bankrupt that division and keep going under Bechtel-Jacobs with ease...... There are solutions, and any civil and structural engineering graduates from Boston College will be able to retire on them for the next 50 years......... No doubt, "..Stoned & Wasted.." (aka: Stone & Webster) will slip their schlong into the Pig real soon also - everybody is going to want to play. John :-) .
