Rigorous?? LOL!!! You HAVE to be kidding! This was the easiest contract to get in the history of the world! My own fricken electrician started a phony company and put a black buddy of his in as president, like they all did, and voila -- he was a Big Dig subcontractor! He got paid for working 80 hours a week on the Big Dig, at the same time as he was wiring MY house! There must have been 5,000 black owned contractors on that project, all of them brand new companies -- phony as a three dollar bill. All of em paid at union scale, with overtime and double time on Sundays. With no monitoring. And you should see the new stonework, copper plumbing, concrete patios, gates, tile work and roofing around the houses of these Big Dig contractors. Amazing how they were able to afford all those materials! LOL. Big Dig = ripoff boondoggle of the millenium.
