A slurry wall is porous. I would have to look at the mix design to give a complete opinion, but, I have never heard this ever being considered before. What a horrendous decision.

This is called substitutions made to bring a project into a "feasible" price range. Specs are changed and approved. This is not just Bechtel, many people are involved and ultimately the governing body becomes responsible too.

I really am surprised that this approach ever moved forward. It makes no sense.

Another example of what our government wastes.
