The original report had explained the methodology of coming up with the number and had a disclaimer that the the number was statistical with a degree of uncertainty to it.

That's not what the headline said, and that is not how it was reported. I bothered to read the fine print, but assumption of the manipulators was that the majority of the readers would not.
