Actually, it was ABC and they offered to indemnify their affiliates against any penalties the FCC chose to impose. Many affiliates decided showing The Andy Griffith Show was a better idea. The only thing I can think of is that they declined to show Saving Private Ryan as a protest against FCC scrutiny in general, hoping that the publicity from this would force the FCC to run and hide. Too bad for them most people probably just see them as a bunch of nincompoops.
