costing treasury billions... No, that would be the misadventure in Iraq that is costing so much. The trouble with Junior's tax cuts is that they went right to the top. If the recipients spend it, they only spend it once. Tax cuts could be stimulative if they applied at the lower economic rings and generated many small transactions, which in turn generate some bigger transactions each time drawing more economic activity.
