If they were working so well, why did the Oil-for-Food scandal happen? A scandal is one thing; but the security of the region remained intact. Bush had the political capital to insist upon, and help deliver, real change within the UN and in all things Iraq-related. Instead, he decided to usurp common sense, waste his political capital, trash the reputation and legitimacy of the US in front of the entire world - and for what result? Simple: The security of the region is now not intact.
