Sure perhaps they will, but why? The only reason would be that there is no competing silver ETF. All the problems of maintaining a fair share price to NAV in a closed end fund remain. If the share price did drop to below NAV what could be done to restore the share price? I can show you cases a couple of years ago when gold was out of fashion of junior explorers whose MC was lower than their cash in the bank, and they stayed that way for months.. I don't believe in efficient markets or the old sage that the market is always right. Unfortunately the market is set by the majority, like a democracy. However, collectively the majority can be wrong quite a lot of the time.
