Market makers (i.e. their respective houses) are permitted
some leeway in how they trade around and between news
reports and analyst comments. For example, they can short
a stock before "bad" news comes out (and they know about it)
in some instances. The reason for this "privilege" is to
maintain a balanced market between the buy- and sell- sides.
