That's the problem I was addressing a few days ago--the issue of birthright citizenship. Changing the policy on family unification as a basis for entry is a simpler solution than changing citizenship criteria. I think that any scenario that encourages a single citizen to bring in the whole clan is problematic. I suggested not making that illegal birth a right of citizenship. Your alternative, no longer favoring the extended families of that one citizen, addresses the same problem.

Neither is likely to be implemented.
