Oh, I see. I thought you were talking about substance, not grammar. Grammar? If there's a grammar issue, it's not mine. It is obvious that what is intended is to replace social security, at least in part. They're talking about individuals diverting some of their FICA tax moneys into private retirement accounts which would provide a substitute source of retirement income. The word, replacement, is an apt word to describe that. Like, duh. How can anyone make that into an issue?
