I spent a lot of time on planning and zoning back in my "homeowner org" days in the late 60s. There is so much money in it that it is almost impossible to stop. You will kick out some rascals on one project, and a couple of years later, there is a new group of rascals with another project.

People who don't have a stake in it give up. That is why all regulatory bodies end up getting run by the people they are supposed to regulate.

The one good thing we can say about it is that there is less graft and corruption in this country per capita than in any other I know of.
