I read an interesting article awhile back regarding Pakistani and Indian attitudes toward nukes. It seems many folks in those countries think of nuclear devices as just another powerful weapon; one that would be valid to use strategically.
Amazingly many people are ignorant of the problems with using nuclear weapons. Since they haven't been used since Hiroshima and Nagasaki, many people just are not aware of their force and the huge problems that come following their use.
Unfortunately many Americans are that ignorant as well. The know-nothing slogan of "nuke em!" comes all too often from the mouths of seemingly well educated Americans.
I hate to say it, but some will never learn until this country actually experiences such an attack. Hopefully that day will never happen, but ignorance is a widespread phenomenon.
