Powell was the one who disappointed me the most in the first Bush administration. I mean the man no disrespect, but I would rate his performance as "wimpy" at best.
His public standing was high enough that he could have openly criticized the "neocons" who "control" much of Bush's attention, and that is putting it lightly.
