What I am trying to point out is that "base", "save haven", "planning", "coordination", etc. are terms useful from a more conventional point of view. The insurgents can NEVER win even a "conventional insurgency" let alone a conventional military confrontation of any kind with the USA. What we can never win is the war where a devote Islamic man wakes up one morning, kisses his wife and kids goodbye, heads to work at the local cafe frequented by US troops, civilians, or contractors, and there does one of a handful of things that anyone with moderate intelligence can think of which results in the death of one or two foreigners, and quite likely his own death. If this ever starts in earnest, its curtains for the coalition.

I might be underestimating the moral boost that the insurgents get from "winning" some chunk of soil, in which case you may be correct. Time will tell...
