No. Not this particular one. This one--"Greenpeace International" is based overseas (outside China), but it does have a good working relationship with the Chinese gov.

China now has its own official/unofficial environmental groups, maybe a dozen or so. A good friend of mine is heading one, and get some funding from some international organizations. And now China has already started trial in a couple of cities for Green GDP calculation.
