Fancy delivery systems like intercontinental ballistic missiles aren't necessary. The delivery system most concerning would be Saddam turning VX or Sarin over to Suicide Squads who would use crop dusters or conventional explosives as the dispersant. The material would be smuggled into the country through a porous border or smuggled a ship.

Allowing a few morth months of inspections (after 12 years already) wouldn't have delayed things by a month but rather by a year, because of hot weather limitations on military operations with chemical gear, except for a few months a year.

You can't use a non-existant inspector's report to call off military operations for March 2003.
